The threshold is AED 2,000,000 of freehold property. Two things most sites get wrong: a mortgage counts only against what you have paid, and off-plan is not confirmed anywhere official.

Eligibility is assessed on the Dubai Land Department valuation, which can differ from the price agreed.

This is the one that catches people out. The DLD asks for a bank letter showing AED 2,000,000 paid — so a mortgaged home counts only up to what you have paid down.

Leasehold does not qualify at any value.
